Hazel Haynes Rutherford County Government Ms. Hazel Haynes has been employed by the County for forty years and she has served as the Clerk to the Board for thirty of those years. Hazel has played a key role in modernizing the Clerk’s Office as well as the County Commissioner meetings. She was instrumental in introducing Granicus iLegislate, iPads, digital scanning and other tools that have served to make the Commissioner meetings more efficient and to increase transparency. Ms. Haynes has successfully balanced her ability to embrace new technology and the modernization of our operations with her love for history. Rutherford County is rich with history and artifacts that date back to before the Revolutionary War and Ms. Haynes has been instrumental in collecting, archiving and displaying many revered historic treasures and artifacts. Ms. Haynes has a proven record of service to the State of North Carolina and Rutherford County. I fully believe that she personifies all of the values and traits you are looking for in your nominees. Ms. Haynes was awarded the prestigious Order of the Long Leaf Pine by NC Governor Roy Cooper on November 5, 2018. North Carolina

Jane Crisswell Glendale Jane is the city clerk in Glendale WV for many years she is an wonderful leader and mentor to many. Jane was instrumental to her office during the COVID crisis. WV
Janet Keller Fairmont Janet has been in her position for many years and is an instrumental part of her office. She always demonstrates outstanding leadership and was very helpful during the COVID crisis. WV
Janice Bates Tip City Janice has served as District 5 Region Director during the pandemic. Even with those challenges, she kept Region 5 members updated and buoyed by recognizing accomplishments and tribulations of clerks. OH
Jean Graham Howell Township Jean Graham has lead the field for women. She has always done what's right for the residents of Howell Township and is passionate about her role as the Township Clerk. She is a joy to work for. Michigan
Jeanie White Sophia Jeanie is the City Clerk for the town of Sophia. She is the one that keeps things going and leads her town. Jeanie was a great leader for her town during the COVID crisis. WV
Jennifer Battista City of Brooksville Jennifer is diligent and conscientious in her work. She is kind and steadfast. She treats everyone she meets as if they are of the utmost importance to her. She is a genuinely nice person who exhibits it daily in her work as a city clerk. Jennifer will go out of her way to help a person out, whether its finding resources for the homeless or being flexible when last minute changes are submitted to the agenda after it has been published. She handles the most difficult situations with grace and professionalism. Florida
Jessica Blair Blair City of Half Moon Bay Over the last eight years with the City of Half Moon Bay, Jessica has elevated the organization’s administrative processes, customer service, and overall professionalism. Jessica has proven time after time her commitment to the City Clerk profession, as well as all areas of local government and public service. More recently, Jessica’s special talents and leadership were on full display as the City navigated several weeks of emergencies related to winter storms and flooding, immediately followed by the terrible mass-shooting incident on January 23rd, that rocked our community to its core. We were well prepared to respond to more traditional disasters but found ourselves in unfamiliar and unprecedented territory as we faced the challenge of responding to and recovering from a tragedy that changed our perspective on the world and opened our eyes to other injustices happening in the community. With grace, Jessica managed the tsunami of media that descended on our small city, as well as the elected officials and advocate groups that brought a new spotlight to community issues we had never faced in the past. At the same time, she oversaw events that brought our residents together to process, mourn, and begin to heal from the trauma we were experiencing. All of this took place within only a few weeks’ time, but Jessica was able to calmly lead while not missing a beat on the other important work that her role requires each and every day. Jose Luis (Louie) Valdez City of Henderson In 2023, City Council voted to hold the first special election to fill a Council vacancy in City history. Louie took this historic opportunity to build strategic partnerships with internal and external stakeholders. He spearheaded a joint effort with our Emergency Management department to hold an election security table-top exercise. This included all city departments, including the Police Department, as well as the Clark County Elections Department and Secretary of State’s Office. The deliverable of this exercise was a fully fleshed out Event Action Plan. Additionally, Louie staffed the vote center with all city staff and made sure that trained staff were involved in all aspects of the election process and outreach. He included our Wellness Coordinator to ensure that the staff maintained a focus on mental health and wellness throughout the stressful election process. The outcome was a flawless election, during which alliances and relationships were formed horizontally and vertically, which will increase the transparency and effectiveness of all future election activities in the city. Karen Mowad Town of Wolcott Karen has worked in our Municipality since 2006. She brings fresh energy and leadership to the Town Clerks Office. During Covid she achieved her CMC and MMC and never stops learning. She encourages her staff to obtain their designations and become involved with local Government and town events. Karen believes a cheerful office environment produces better employees and in turn, they provide better customer service. Connecticut USA
Kathy Horvath City of Oldsmar Kathy Horvath serves the City of Oldsmar as it's Deputy City Clerk and does so exceptionally. She supports our community and is in turn well loved by our community. Kathy is the heart of our Clerk's Office and keeps our office running efficiently. She goes above and beyond in everything she does. She organizes a Volunteer Appreciation Banquet and a 9 week long Citizen Academy annually. She makes both of these events outstanding! Florida

Kay Honeycutt Draughn Burke County First of all, words cannot do justice to the dedicating Kay demonstrates to our County each and every day, but I will attempt to highlight a few reasons she is so deserving of this recognition. She serves our County Commissioners, providing information to them, capturing the meetings through minutes, and helping to keep them in compliance and on track during meetings. In addition, she has taken on supporting our County's Animal Shelter, helping develop a non-profit foundation that helps provide financial support to the shelter as well as raising funds and awareness for building a new animal shelter. She volunteers at the shelter, provides direction for the foundation by serving as the president, and helps develop and coordinate public awareness events. She was also instrumental in the complete overhaul of our County's Animal Welfare Ordinance, which was approved by the County Commissioners. She is a team within herself - demonstrating initiative, enthusiasm with her "can do" attitude. Without Kay, I doubt any of this would have been accomplished and when our County builds the new shelter, it will be because of Kay's persistence and commitment. North Carolina / USA
Kay Draughn Burke County Kay Draughn is an extraordinary public servant. She is professional, prepared, organized and welcoming. She makes everyone feel at ease, heard and understood. She is a bridge builder, who tries to build cooperation, better understanding and strong community. She sees the big picture - many people in our community want the same things - a healthy community where 1) neighbors help one another, 2) everyone is treated fairly and respectfully and 3) we take care of all parts of our county - its people, its animals and its natural resources. She manages to quietly and joyfully remind us all that we are all on the same side, and we can do much by working together. She exemplifies the best of public servanthood and is a star representative of Burke County, North Carolina. It is a privilege to nominate Kay to the Wall of Honor. North Carolina
Kay Draughn Burke County Government It is a privilege to nominate Kay Draughn for the IIMC Foundation Circle of Excellence. I have had the privilege of working closely with Kay for the past six years and during that time, I saw the passion and drive for excellence that Kay brings to everything she does. Kay goes above and beyond in her position as Clerk to serve the citizens of Burke County and the Board of Commissioners. She is also heavily involved in Animal welfare in Burke County, and was a key foundational piece of the creation of Burke County's Animal Services Department. Kay also serves as the President of the Animal Services Foundation which works to raise money for a new animal shelter. Kay is a visionary public servant and I am proud to call her a mentor and friend. She would be an excellent recipient of the IIMC Foundation Circle of Excellence. North Carolina
Kay Draughn Cabarrus & Burke County Board of Commissioners I have seen Kay's work and professionalism on display since she first became a deputy clerk and then clerk to the Cabarrus County Board of Commissioners in 2004, then moving into the same position with the Burke County Board in 2012. I have had the pleasure of working with her in both roles. Her energy and enthusiasm for her work shows through in the praises and respect she receives from the county commissioners she has served with. She also looks for other ways to serve the community, to include taking the lead with her board to improve the Animal Services program in Burke County, most steering the initiative to build a new facility in the county.
