The Foundation is deeply honored to announce the creation of the Lisa Small Education Fund, an endowment established to celebrate the remarkable life and legacy of Lisa Small, MMC. As a former IIMC Board Member (Region III), past President of the Florida Association of City Clerks, and a dedicated champion of Clerk education, Lisa touched countless lives with her unwavering passion and care for others.

Lisa’s vibrant smile, kind heart, and boundless positivity left an indelible mark on everyone she met. Her passing on August 19, 2023, is a profound loss, but her commitment to uplifting others through education lives on.

In her memory, her husband, Ken Small, has made an extraordinary commitment to honor her life’s work. He will generously match donations up to $10,000 to establish this special endowment. The Lisa Small Education Fund will provide scholarships for Florida municipal clerks, enabling them to pursue their Certified Municipal Clerk (CMC) and Master Municipal Clerk (MMC) designations.

Lisa believed deeply in the power of education to transform lives and communities, and this fund is a fitting tribute to her legacy as a lifelong learner, teacher, and mentor.

MELISSA (LISA) SMALL, MMC

City Clerk, Temple Terrace, Florida

 

Lisa Small began her Municipal Clerk adventure in 1989 as Town Clerk/Treasurer in Winter Park, Colorado, returning to Florida to serve as Town Clerk/Treasurer for Howey-in-the Hills in 1994, prior to appointment in Temple Terrace in 2000, first as Deputy, then as City Clerk in 2004. An active member of the Florida Association of City Clerks (FACC) for over 14 years and IIMC for over 16 years, she received the Master Municipal Clerk designation in February 2006.

 

Lisa served the Florida Association as its President in 2006-07, having chaired numerous FACC committees, notably eight years as Chair of the Professional Education Committee. She also served on the IIMC Education/Personal Growth Committee, the Education Task Force, and served as Vice-Chair of Conference Education.

 

With a passion for Clerk education, Lisa taught “first year” Clerks for many years at the Florida Institute, coordinated a concurrent session at the 2004 IIMC Conference, and moderated a general session at the 2005 IIMC Conference.

 

Lisa received the FACC President’s Award in 2002 and 2008, and the Colorado Municipal Clerks Association Special Merit Award in 1991.
